
Transport Ministry Unveils 2025 Mid-Year Agency Performance Rankings
The Ministry of Transport and Aviation has released its mid-term performance scores for 2025, giving a clear picture of how key agencies performed in the first half of the year.
The results were shared during an inter-agency meeting in Freetown, bringing together leaders, directors, and staff from across the sector. Opening the session, senior officials reminded participants that these performance contracts were introduced to track progress and adjust strategies for the remainder of 2025 and beyond.
Transport Minister Alhaji Fanday Turay commended all agencies for their hard work, stressing that the evaluation was not meant to discourage anyone but to inspire improvement and strengthen the sector. He praised both leadership and frontline staff for their cooperation in compiling the data.
The performance review assessed agencies across five key areas:
Policy, strategy, and legislative support (20%)
Service delivery (20%)
Institutional management (15%)
Accountability and anti-corruption efforts (15%)
Financial stewardship (30%)
The Sierra Leone Ports Authority emerged as the top performer, scoring 70.1% (Grade A). It was followed by the Maritime Administration with 55.5% (Grade B) and the Civil Aviation Authority with 49.4% (Grade C).
At the lower end of the rankings, the Public Transport Authority scored 27.4% (Grade F), with officials noting that incomplete documentation and late submissions affected results.
The Ministry reaffirmed its commitment to transparency, urging all agencies to improve systems, report accurately, and aim for the highest standards in service delivery.
