Government Shuts Down Dangote Cement Over $653,300 Unpaid Levy

The Government of Sierra Leone has ordered the closure of Dangote Cement (SL) Ltd after the company failed to settle a freight levy debt of $653,300, which has reportedly remained unpaid since 2020.

 

The shutdown, carried out on August 25, 2025, was enforced by the National Revenue Authority (NRA) through its Non-Tax Revenue Department, led by Commissioner Tom Vandy, with support from the Domestic Tax Department Compliance Unit.

 

NRA officials sealed off the company’s administrative offices, control room, and production facilities, bringing operations to a complete halt. Authorities made it clear that production will not resume until the outstanding debt is fully paid.

 

Commissioner Vandy explained that this action forms part of the government’s wider efforts to ensure businesses honor their financial responsibilities. “The state cannot allow companies to continue making profits while neglecting their obligations,” he said.

 

The NRA also cautioned that other businesses owing similar debts risk facing the same consequences if they fail to comply.

 

Dangote Cement (SL) Ltd, a key player in Sierra Leone’s construction industry, has not yet issued a public response regarding the shutdown.
